Well, unlike many of your guesses, the tree isn't dead, burned, or diseased. But yeah, it's definitely a tree.
This tree is in Patterson Park, and it's bark is so unusual (and white) that it caught my eye. I don't think it's a birch or a eucalyptus. Does anyone out there know?
